Higher Education Emergency Relief Funds


HEERF Institutional Reporting


Emergency student grants have become available to Cameron University students through the federal Higher Education Relief Fund (HEERF). HEERF was established in response to the COVID-19 pandemic. The award is designed to directly support students who have demonstrated financial need or may be facing financial challenges because of the continuing COVID-19 pandemic and provide institutional support.

Cameron University was initially awarded HEERF funds under the federal Coronavirus Aid, Relief and Economic Security (CARES) Act and received additional HEERF funds under the Coronavirus Relief and Response Supplemental Appropriations Act (CRRSAA) and American Rescue Plan Act (ARPA).

What is ARPA?

The American Rescue Plan Act, 2021 (ARPA) is federal legislation that provides a variety of financial support to individuals and organizations affected by the COVID-19 pandemic.

ARPA includes a Higher Education Emergency Relief Fund III (HEERF III) that provides more than $39 billion in emergency funding to higher education to prevent, prepare for, and respond to the coronavirus. ARPA requires that an institution receiving funding provide financial aid grants to students.

What is CRRSAA?

The Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA) is federal legislation that provides a variety of financial support to individuals and organizations affected by the COVID-19 pandemic.

CRRSAA includes a Higher Education Emergency Relief Fund II (HEERF II) that provides more than $23 billion in emergency funding to higher education to prevent, prepare for, and respond to the coronavirus. CRRSAA requires that an institution receiving funding provide the same amount in financial aid grants to students from the new CRRSAA funds that it was required to provide under its original CARES Act Student Aid Portion award.

What is the CARES Act?

The Coronavirus Aid, Relief and Economic Security (CARES) Act is federal legislation that provides a variety of financial support to individuals and organizations affected by the COVID-19 pandemic.

The CARES Act, which established and funded the Higher Education Emergency Relief Fund (HEERF), directs institution of higher education to use no less than 50% of the funds allocated under the act to provide emergency grants to eligible students for expenses related to the disruption of campus operations due to coronavirus.
