Cameron University’s Dr. Thom Balmer and Dr. Joanni Sailor appointed to new State Board of Behavioral Health Licensure

Cameron University’s Dr. Thom Balmer and Dr. Joanni Sailor are two of the 11 professionals who have been appointed by Governor Mary Fallin to the State Board of Behavioral Health Licensure, a new board that oversees the licensures of marital and family therapists, professional counselors, and behavioral practitioners. They will each serve a three-year term. At the board’s first meeting, Balmer was elected chair, and Sailor was elected vice-chair. Both Balmer and Sailor are assistant professors in the Department of Psychology.

“This prestigious gubernatorial appointment to a state board signals that Dr. Balmer and Dr. Sailor are among the most highly respected behavioral health professionals in the state,” says Dr. Mary Dzindolet, Chair, Department of Psychology. “Our graduate students who are pursuing licensure in family therapy and professional counseling are benefitting from their vast knowledge and experience.”

He has a Master of Divinity degree in psychiatric chaplaincy from Southern Seminary, Louisville, Ky., a master’s degree in marriage and family counseling from Hardin-Simmons University, Abilene, Texas, and an Advanced Pastoral Studies Certificate from Austin Presbyterian Seminary, Austin, Texas. Balmer earned a Ph.D. in counseling studies from Capella University, Minneapolis. He is a Licensed Professional Counselor, Licensed Marriage and Family Therapist and Approved Supervisor, and a Clinical Fellow and Approved Supervisor of the American Association for Marriage and Family Therapy. Balmer is a past-president of the Oklahoma Association for Marriage and Family Therapy and a member of the advisory board for Counselor Licensing/Oklahoma Department of Health. He has conducted continuing education training for numerous professional organizations across the state.

photo of Joanni SailorSailor served on the Oklahoma State Licensed Marital & Family Therapy Advisory Board for five years prior to this appointment. Previously, she was appointed by Dr. Terry Cline, Commissioner of Health, to serve on the Executive Transition Team to develop the new board and agency. She serves as the Oklahoma delegate to the Association of Marriage & Family Therapy Regulatory Board as well as the Chair of the Elections Committee. She is a past-president-elect of the Oklahoma Association of Marriage and Family Therapy. Sailor has bachelor’s and master’s degrees in psychology from Midwestern State University in Wichita Falls, Texas. She earned a Ph.D. in psychology with a specialization in family from Capella University in Minneapolis. She has been a Licensed Marital and Family Therapist (LMFT) since 1991 and is also an approved LMFT supervisor as well as a Clinical Fellow and Approved Supervisor of the American Association for Marriage and Family Therapy. Sailor holds certification as a Clinical Hypnotherapist, Advanced Clinical Hypnotherapist, Release Therapist, and in Eye Movement Desensitization Reprocessing, Levels I and II. She joined the Cameron faculty in 2009.

The State Board of Behavioral Health Licensure is responsible for the continuing performance of duties related to the Licensed Professional Counselors Act, the Marital and Family Therapist Licensure Act and the Licensed Behavioral Practitioner Act.
